Notice that it doesn't say it is 100% legal to use. From what I understand, that stuff is reasonably effective, but keep in mind that it isn't necessarily legal. I'm pretty sure that most states have laws against "defacing" or "obscuring" license plates, and this could perhaps technically fall into one or both of those categories.
